Location: Knowsley Council – Highways Development Control Team
Highways Development Control is part of the Highways and Capital Delivery Service, responsible for delivering and protecting Knowsley’s highway network and ensuring new development supports safe, sustainable and accessible travel.
The team plays a key role in shaping regeneration and major investment across the borough, and works closely with Planning, Major Developments, Highways Capital Delivery and the Liverpool City Region Combined Authority.
We are seeking an experienced Principal Transport Planning Officer to lead on transport and highways matters relating to new development.
This is a senior role providing expert advice on planning applications, strategic infrastructure, active travel, and transport modelling.
You will be responsible for:
- Leading on the assessment of planning applications and pre-application proposals
- Providing specialist technical advice to planners, developers and consultants
- Negotiating highway improvements and developer contributions (S106, S38, S278)
- Ensuring delivery and adoption of new highway infrastructure in line with design standards
- Contributing to transport strategies, infrastructure planning and capital schemes
- Representing the Council in regional transport meetings and forums
- Supervising and mentoring Technical Assistants, Graduates and Apprentices
- Deputising for the Team Leader when required
This role is central to ensuring new development enhances Knowsley’s transport network and supports sustainable, healthy, and accessible travel choices for residents.
To be successful, you will need:
- A degree in Transport Planning, Civil Engineering, Highways, or a related discipline
- Significant experience in transport planning and/or highways development control
- Strong understanding of transport assessments, modelling, design standards and relevant legislation
- Experience negotiating with developers and managing complex planning proposals
- Ability to provide clear, robust technical advice and lead on high-profile development proposals
- Experience supervising junior staff
Professional membership (or working towards) with CIHT, TPS, ICE or a similar body is desirable.
