About the Role
The Combined Authority (CA) is entering an exciting period of change and growth, and we are looking for an ambitious, highly committed Finance Manager (Financial Planning and Analysis) with the skills and drive to deliver an exceptional, high-quality service that enables and informs organisational decision-making.
The Finance Manager (Financial Planning and Analysis) will have responsibility for developing and maintaining an effective medium-term financial planning model that enables scenario planning across the period of the CA’s medium-term financial plan. You will lead on providing guidance and standardised products to ensure a consistent approach to budget monitoring and setting, enabling efficient consolidation of financial information and reporting. You will ensure that financial inputs and forecasts provided by finance colleagues and budget holders are accurate and fully challenged to ensure robustness and support effective decision-making.
A key element of the role will be the proactive analysis of current and future local and national issues that may affect the finances of the organisation and should therefore be considered as part of any medium-term financial planning scenarios. The role holder will also support the co-ordination of monthly and quarterly CA and Integrated Settlement (IS) financial management reporting and relevant statutory returns.
About the person
We are looking for a CCAB or CIMA fully qualified accountant with significant experience of working at a senior level in a complex organisation, who understands the financial challenges and opportunities faced within the public sector. You will be a team player used to working collaboratively across finance and the wider business, with strong IT skills to enable you to produce complex models that can enable multiple scenarios and in-depth analysis.
As a finance manager you will have good motivational and leadership skills. The right candidate will have a strategic mindset and enjoy researching and interpreting the financial impacts of local and national issues that may affect the organisation, and collaborating with external advisors and colleagues across similar organisations to test financial assumptions.

1) A CCAB or CIMA fully qualified accountant with significant experience of financial planning, budget monitoring and provision of robust financial advice and guidance, including ability to produce and analyse detailed financial information.
2) A strong track record of working to a senior level within a complex environment and a clear understanding of the challenges and opportunities arising from working within a publicly accountable organisation
3) A proven track record of working with and influencing senior members of multi-disciplinary teams, demonstrating the ability to challenge internal and external stakeholders whilst proactively working through problems, evaluating options and assessing risks.
