About the Role
The Liverpool City Region Combined Authority (LCRCA) is embarking on a significant period of transformation to meet its corporate plan objective of delivering a stronger, fairer, cleaner Liverpool City Region – with no one left behind. We are looking for support from exceptional individuals with Business Analysis and transformation experience who can join our Transformation Team and translate our requirements into tangible solutions. This is a fantastic opportunity to really shape and influence the future direction of our organisation so it can deliver its commitments for the 1.6m people who reside in the Liverpool City Region.
The Delivery & Assurance Team at the Combined Authority is central to the development and delivery of a diverse range of high-profile, large-scale projects and programmes. The team has been recognised through our staff survey as high performing and effective, with a supportive culture. We have developed a standardised project delivery framework, utilising industry recognised methodologies, tools and templates to ensure our projects are delivered consistently and to a high standard. We act as champions for the profession across the City Region and are passionate about delivering high quality projects for the City Region.
About the person
Success here means identifying impactful solutions, designing deliverable projects and balancing the complex needs of multiple stakeholder partners and customers. You’ll know how to make sense of large quantities of complex and often contradictory information, form options and designs, drive results, innovate and be determined to deliver change.
You will be supported with a mandate to lead on organisational design activity and you will enable business functions by helping to look at their processes differently; putting the customer at the heart of our service design and delivery and driving cost efficiencies in the process. You’ll be collaborating with a high performing team at a key time as we build the infrastructure for future transformation programme delivery.

1) Senior business analysis experience in transformation programmes of significant scale, scope and pace, including the ability to gather, analyse, document and verify functional and non-functional requirements.
2) Experience of documenting and delivering Target Operating Models, process maps and requirements documentation that support service improvement, customer outcomes and efficiency.
3) Strong stakeholder engagement and facilitation skills, with the ability to work collaboratively across business areas, build consensus, and lead workshops to understand current processes and design improved ways of working.
