About the Role

The Liverpool City Region Combined Authority is entering an exciting period of growth and transformation. Through devolution, we are taking on new powers, responsibilities and opportunities to improve outcomes for our communities, businesses and residents.

As our remit continues to expand, so too does the scale and complexity of the change required across the organisation. We are therefore looking for an experienced Programme Manager to join our Transformation Delivery team and help deliver some of the most significant change initiatives across the Liverpool City Region.

This is a 12 month fixed term role to cover maternity.

Our team sits at the heart of organisational change, working alongside senior leaders, service areas and partners to design, develop and deliver programmes that modernise services, improve organisational effectiveness and support delivery of the Combined Authority's strategic ambitions.

As a Programme Manager, you will:

  • Lead complex transformation and business change programmes from concept through to delivery.
  • Work with senior stakeholders to shape solutions and deliver measurable outcomes.
  • Manage programme governance, risks, dependencies, benefits and resources.
  • Support organisational modernisation, service redesign and continuous improvement initiatives.
  • Contribute to the ongoing development of our project, programme and change management profession.

No two programmes are the same. You may find yourself supporting devolution-related activity, digital transformation, service modernisation or strategic corporate change initiatives. Whatever the challenge, you will play a key role in helping translate strategic ambition into tangible delivery.

  • Has substantial programme management experience within a complex organisation.
  • Is comfortable leading large-scale transformation and organisational change.
  • Thrives in ambiguity and can bring clarity, structure and momentum to evolving priorities.
  • Builds strong relationships and credibility with senior stakeholders.
  • Is passionate about delivering change that makes a real difference to THE lives of people and communities across the Liverpool City Region.
