Help Shape the Future of Transformation at Liverpool City Council
Liverpool City Council's Transformation Service is entering an exciting new phase.
Following a significant service review and continued investment in organisational transformation, we are strengthening our delivery, business change, PMO and change management capabilities to support some of the Council's most important priorities and improvement programmes.
As part of this journey, we are seeking a Change Management Lead on a fixed-term basis to support a critical period of workforce planning, capability development, recruitment and organisational growth.
This opportunity may particularly appeal to experienced Change Managers, Organisation Development professionals, Programme and Project Managers, PMO leaders, transformation specialists or individuals with a strong track record of leading people-focused change in complex environments.
We are keen to attract high-performing individuals with transferable skills who can quickly establish credibility, build relationships and make an immediate impact in a fast-paced transformation environment.

The role:
The Transformation Portfolio touches on all areas of Council activity. The Portfolio will improve our customer service, transform our leisure provision across the city, support the improvement of outcomes for people needing social care, and help to facilitate the vision of making homelessness rare, brief and non-recurring, and much more. As Change Management Lead, you will play a key role in ensuring change is effectively planned, delivered and embedded, helping colleagues and services successfully adapt to new ways of working and realise the intended benefits of transformation programmes.
Key responsibilities include:
- The role of Change Management Lead will champion and embed effective change management practices across a diverse portfolio of transformation programmes, ensuring colleagues are supported through change and benefits are realised
- As Change Management Lead, you will shape and deliver change strategies, frameworks and tools that enable successful adoption of new ways of working across the organisation
- In the role of Change Management Lead, you will work closely with programme teams, senior leaders and stakeholders to assess impacts, manage readiness for change and support successful implementation
- Your demonstrable knowledge as a Change Management Lead will help develop organisational capability through coaching, training and mentoring, creating a culture where change is embraced and delivered effectivel.
- The Change Management Lead will lead the ongoing development of organisational change maturity, coordinating a network of change champions, coaching senior leaders and providing strategic advice that supports the delivery of the Council’s transformation ambitions
About You
We’re interested in hearing from people who can bring some of the following skills, experience or potential: - Experience of Change Management principles, methodologies and tools, and leading complex change programmes involving multiple stakeholders in a public sector
- Strong organisational, communication and stakeholder management skills
- The ability to work collaboratively across teams and to influence, challenge and engage a wide range of stakeholders to achieve successful outcomes
- Experience of coaching senior leaders and/or peers to reach a shared goal or outcome.
- A proactive and solution-focused approach to problem solving
- A passion for supporting people through change and improving outcomes for residents and communities
- The ability to quickly build effective working relationships and operate with confidence and credibility
- Most importantly, we are looking for an individual who can hit the ground running, bring energy and fresh thinking, and help support the service through a significant period of growth and development
This role is fixed term for 12 months as it will focus on integrating change management into new Delivery roles that have been created as part of a recent Transformation team restructure. The role will provide fixed term capacity to support this work, acting as a specialist in this area with a view to then transitioning out once knowledge transfer is complete. Please seek approval from your Line Manager if wish to be considered for this role on a secondment basis.
