Neighbourhood Manager

Liverpool City Council is set to implement a new Neighbourhood Model to fundamentally transform how it delivers frontline services for the people of the city. The new model will see the city divided into 13 Neighbourhoods, each led by a Neighbourhood Manager who will be working in one of these areas.
Reporting to the Neighbourhoods Director within the Neighbourhoods & Housing Directorate, you will be responsible for working with departments across the whole Council and with partners to highlight and tackle complex issues and opportunities in the area – be it related to regeneration, housing, waste management, highways, or anti-social behaviour.
This is an exciting opportunity to play a critical role in driving transformative change as part of the biggest shake-up in how Council services are provided and commissioned in over a decade.
What you’ll bring:
- An ability to work collaboratively with partners and residents to drive effective joint working across Council services locally with a focus on preventing issues, improving standards of delivery, maximising the impact of Council resources, and improving outcomes
- Effective decision-making skills and ability to influence across systems and on collective impact approaches
- An ability to build and use local neighbourhood knowledge and insight to inform wide-ranging programmes, strategies and plans
- Deep commitment to closing the gap on inequalities, giving residents a voice, enabling decisions to be informed by local issues, and ultimately improving outcomes for people in Liverpool city.
What you’ll need:
- Experience leading and facilitating a range of stakeholders to proactively address local needs and opportunities and deliver on current and future work priorities
- Excellent strategic planning skills, including an ability to set clearly defined objectives and plan activities and projects taking account of changing circumstances
- Effective verbal and oral communication skills with various stakeholders and organisations at different levels
- Experience working confidently with data when making decisions and interpreting trends, issues, and risks in routine financial appraisals
- Experience monitoring and evaluating policy performance and an ability to ensure ongoing political buy-in and support
- Strong financial management skills, including the ability to plan, forecast and monitor expenditure against budget, investigate variances and take timely action to address deviations
- Degree level education or relevant professional qualification and/or equivalent experience
