Lead Procurement Advisor (People)

About the Role:

As Lead Procurement Advisor you will be responsible for the strategic management of Procurement and be involved in all elements of the commissioning cycle including but not limited to business case development, market research, sourcing and contract management.

In the role you will lead and influence economic activity for all aspects of Procurement and Demand Management and develop a business improvement approach identifying opportunities to manage costs and improve efficiency.

You will be accountable for the delivery of specific strategic Procurement projects and support the development and delivery of service strategies and objectives.

Responsibilty for the day to day running of high value, high risk contracts, organising the workload and designating work to other members of the team.

You will be accountable for the decision making and identifying optimum routes to market based on your knowledge.

Engage with commissioners on best practice in contract management to ensure projects achieve the required outcomes and deliver efficiencies to the Council.

About the candidate:

You will be a full member of the Chartered Institute of Purchasing and Supply qualified to the Professional Diploma Standard and must have the following skills;

  • Knowledge and experience of the full Procurement life cycle in a Public Sector environment.
  • Ability to manage multiple projects at different stages of development
  • Able to influence stakeholders with strong communication and consultative skills
  • Strong analytic and data management skills
  • Highly developed knowledge, experience and application of the Public Contract Regulations (2015)
  • Demonstrable experience of developing and implementing Procurement strategies
  • In-depth experience of supporting commissioners in developing supplier performance in contract delivery.
