The Combined Authority is led by Metro Mayor Steve Rotheram and brings together Liverpool City Region's six local authorities – Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral – to tackle the big issues that matter to us all, together.

We work together to make investments in areas that have a real impact on our communities, such as transport, employment, culture, digital and housing.

Our aim is to ensure that everyone benefits from the decisions we make. We want to create an environment which allows our economy to thrive for the good of everyone who lives and works in Liverpool City Region.

Role overview:

We’re seeking candidates with a keen interest in business support, placemaking, people and skills and innovation projects to deliver against current and future pipeline. You might have experience of one or more of these areas – we are looking to appoint one Analyst to focus on placemaking and capital projects, and another with a focus on business support and people and skills.

Recent activity includes the delivery of £44m pipeline for UK Shared Prosperity Fund, working on LCR Investment Zone projects and an ambitious pipeline of specialist business support. In the past, we have supported bringing forward major economic development opportunities in the City Region, including Littlewoods Studios, Glass Futures, Eureka! Science & Discovery, Southport Marine Lake Exhibition Centre, Labs and Offices at Sci-Tec Daresbury and the Shakespeare North Theatre.

We are looking for people who are passionate about supporting the aims of the Combined Authority, who are self-starting, highly motivated and possess willingness to go the extra mile. Our team comes from a range of backgrounds and experience, including finance, legal, property development and management, and social economy gained in a variety of private and public sector roles.

You will support and develop projects from concept through to structuring, execution and into delivery, working as part of a team and on your own initiative. You will engage with key regional stakeholders, build strong relationships, and use your ideas and experience to shape policy and delivery.

  • Supporting in the development and structuring of proposals into deliverable and fundable projects
  • Supporting market and sector analysis to support funding proposals
  • Generating financial models and analysis to support the Combined Authority’s proposed financing
  • Drafting (sections or initial drafts of) investment papers and reports
  • Supporting with due diligence requirements, through a combination of in house and external resources
  • Supporting assessment of the economic, social, environmental and other impacts of projects under consideration (often led by third party experts or other teams)
  • Managing documents, reports, key correspondence and other materials related to projects under consideration
  • Other tasks identified by the project lead in managing the proposed transaction
  • Supporting the procurement, selection and contracting of third-party contractors at the project level
  • To liaise with the Combined Authority’s Finance, Legal, Programme Management and other teams on project performance and forecasts
  • To provide administration of the team’s marketing, pipeline and approvals process.
  • Supporting the running and administration of key internal boards, panels and meetings as required

Essential required skills and knowledge (further desired criteria detailed in the job specification):
