About the Role
As an Establishment Control Project Officer, you will play a crucial role in maintaining the Council’s staffing establishment, ensuring that all staffing structure changes are authorised, documented, and accurately implemented. Your work will directly support the smooth functioning of HR operations and enable future workforce planning.
Key Responsibilities
- Maintain and update establishment control records to ensure staffing data is accurately logged.
- Provide expert advice and management support across the EC team.
- Ensure contractual terms and conditions, Pay and Pension elements and clearances are correctly recorded to support manpower planning.
- Work closely with senior managers, recruitment teams, HR, and finance to implement all structural changes including full restructures effectively.
- Conduct regular audits and quality assurance checks to maintain operational excellence.
- Support the recruitment and change processes, ensuring accuracy in payroll, DBS checks, and agency worker administration.
- Support and maintain the iTrent HR and Payroll system along with the Matrix Agency system
- Ensure compliance with DPA/GDPR legislation and Council policies.
- Proactively identify training and development opportunities to enhance efficiency.
- Drive continuous improvements and maintaining best practices across the team.
What We’re Looking For
- Strong organisational skills with an eye for detail.
- Experience working with staffing structures
- Excellent communication and stakeholder management skills.
- A proactive problem solver with the ability to challenge processes for better outcomes.
- Experience in HR systems, payroll, or establishment control is desirable.
- An understanding of working with complex technical systems (for example the HR and Payroll system iTrent).
- Ability to work collaboratively and contribute to continuous improvement.
