Transport Development Analyst
About the Role
This role focusses on supporting the development of major transport projects and investments that will help realise the Metro Mayor’s vision of creating a fairer, stronger, cleaner Liverpool City Region – where no one is left behind. Projects will contribute towards economic growth, our transition to Net Zero Carbon by 2035, improve Place and reduce inequality. You will support the project teams in business case development, which may include drafting sections of the business case yourself, commissioning discrete works such as economic appraisals, and steering projects through our local and national government approvals processes. You will challenge projects to deliver the maximum benefits with the funding provided, and contribute to project team sessions, including with external partners.
The opportunity
You will join a growing and respected team leading the development of our place-based pipeline of transport projects, who have recently secured £1.6 billion from Central Government to deliver transformational change to the city region.
You will be joining us at an exciting time, with a new leadership in place within our directorate, a new Mayoral term, and a new UK government. Initially your role will be focussed on supporting the development of projects within our transport pipeline, helping those projects and programmes secure relevant approvals and ensuring they best chance of delivery within the funding period. This will include engaging with teams across the organisation, drafting briefings for cabinet members, the Metro Mayor and other key stakeholders and coordinating the Investment and Delivery Directorates external communications, in collaboration with our Strategic Communications and Public Affairs team.
Main responsibilities
- -Supporting the development of robust, high quality business cases. You will advise project sponsors on how their projects can be developed to maximise benefits and align with our strategic objectives.
- -Critically assess project information submitted to the Combined Authority, ensuring designs meet the latest standards, costs are robust, appraisal techniques used are sound, programmes are realistic and resources are identified.
- -Reviewing financial models and analysis to support the Combined Authority’s management of devolved funding
- -Drafting reports to internal and external boards, and political bodies, making funding recommendations
- -Supporting assessment of the economic, social, environmental and other products of projects under consideration (often led by third party experts)
- -Managing documents, reports, key correspondence and other materials related to projects under consideration. Aligning the required approvals across a wide range of governance structures to maintain project progress is a key requirement
- -Supporting the procurement, selection and contracting of third party contractors at the project level
- -When required draft sections of business cases to support project sponsors
- -Support the submission of projects for gateway reviews, and take on the role of gateway reviewer of other projects
About the person
You will be expected to work effectively in a team, often going the extra mile to meet tight timescales, whilst supporting a culture of innovation and constructive challenge. You will be conscientious, showing attention to detail on complex projects, analysing and interpreting transport businesses cases, economic and financial information and presenting this in easy to read reports and summaries, often to political audiences.
