Hours: 35 per week | Salary: SCP 24 (£35,412) to SCP 28 (£39,152). (NJC aligned with annual increments)

About the Role:
Whiston Town Council is seeking a committed and professional individual to join us as Deputy Town Clerk. This important role is the cornerstone of our Council’s governance, acting as Deputy Proper Officer and Deputy Responsible Financial Officer (RFO). The successful candidate will work alongside the current Town Clerk.

You will be responsible for managing Council meetings, advising councillors, overseeing financial management. Manage Staff and buildings and deliver services that benefit our community. A key requirement is working towards achieving the Certificate in Local Council Administration (CiLCA) qualification within an agreed timeframe.

Key Responsibilities:

  • Preparing agendas and minutes for Council and committee meetings
  • Advising the Council on legal and procedural matters
  • Managing budgets and financial reporting
  • Overseeing staff and service delivery
  • Acting as the main contact for residents and external partners
  • Leading community-focused projects and initiatives

What We Are Looking For:

  • Strong organisational and communication skills
  • Experience in local government or administration
  • Finance Experience, Budget Management
  • Commitment to achieving CiLCA qualification
  • Professional integrity and a community-focused approach
  • Ability to work well with elected members, staff, and the public

Additional Information:

This appointment is subject to a six-month probationary period, during which demonstrable and satisfactory progress toward achieving the CiLCA qualification will be required

Salary is in line with National Joint Council recommendations with annual increments

The role is 35 hours per week, based at Whiston Town Hall
