About the Role
Join the Liverpool City Region Combined Authority as our new Pipeline Development Manager and play a pivotal role in shaping the future of transport across one of the UK’s most ambitious and forward‑looking city regions. You will work within our Network Development function to shape the development of a robust, data‑driven and investment‑ready pipeline of transport schemes that underpins the region’s long-term vision for growth, sustainability and connectivity. Working closely with partners across local authorities, transport operators, and national agencies, you will identify opportunities, shape high‑quality proposals, and ensure that the transport pipeline reflects local priorities and positions the region to secure future funding.
In this strategic role, you will help to drive forward the £1.6 billion Transport for City Regions (TCR) programme and support the creation of a pipeline that delivers major improvements for communities, businesses and the wider regional economy. You’ll champion innovation, use evidence and insight to guide decision‑making, and ensure schemes progress smoothly from concept to delivery. About the person
We are looking for a proactive, collaborative and strategically minded individual who thrives on shaping complex programmes and turning long‑term ambitions into deliverable realities. You will have an analytical approach to problem‑solving, and the confidence to challenge assumptions constructively. The ideal candidate brings experience of developing transport, infrastructure or place‑based investment pipelines, alongside the ability to translate data, evidence and insight into compelling business cases. You’ll be comfortable working across organisations, building relationships, and navigating the differing priorities of partners, stakeholders and funding bodies.
You’ll also be someone who is highly organised, resilient and motivated by making a real difference for people and communities. With excellent communication skills and a natural ability to bring clarity to complex issues, you’ll provide leadership, influence and direction in a fast‑moving environment. Above all, we’re looking for someone who is passionate about the future of transport in the Liverpool City Region—someone who embraces innovation, seeks continuous improvement, and is driven by delivering projects that improve connectivity, support inclusive growth and help the region achieve its net zero ambitions.
