We are excited to be recruiting a new Consultant post in public health in Sefton Council.  We are looking for an enthusiastic and dynamic Consultant to join our friendly, creative and forward-thinking team. 

You will be joining our public health team as we continue to work across Sefton to deliver our ambitious health and wellbeing outcomes. 

We are committed to improving and protecting the health of children and young people in Sefton and reducing preventable differences in health outcomes. 

In Sefton, we can see that lifestyle ‘choices’ are largely constrained by the social, economic, and environmental conditions in which we live. We aim to improve health through addressing these social determinants and through using our influence with local communities and anchor institutions.  As such, you will provide leadership by representing Sefton Council at relevant regional meetings related to this post's workstreams, including Cheshire and Merseyside Integrated Care System and place-based partnership forums, Champs collaborative public health networks, and Liverpool City Region partnerships. You will also engage with regional and national partners such as the ICB, UKHSA and OHID to influence strategy, share best practice and ensure Sefton’s priorities are effectively represented across the system.

This role will be that of a systems leader and strategist, working with advanced practitioners and public health leads as necessary.  The successful post holder will provide specialist public health advice on priority population needs and proven interventions to improve health, working with elected members, senior officers and partners.

The post holder will be locally based to build broad local partnerships.  The Public Health Team have a hybrid working approach to support this.

You will deputise for the Director of Public Health, support the team with specialist public health training, and provide expert advice on all health matters.

 

The post holder will contribute to achieving Sefton Council's priorities and the vision for 2030, building on the wider vision for system change. “Imagine Sefton 2030” will engage the public, local businesses, and potential investors in creating a vision that collectively promotes shared prosperity, coordinated public investment, and a healthy environment and population. As a senior leader in the public health team and across the council, the post holder will help make the vision a reality, adding value and strengthening the health and wellbeing outcomes.

 

The post-holder will have a varied job plan that is flexible according to the needs of the service. The post holder will have a portfolio primarily focused on public health in healthcare, including sexual health, the ongoing development of the neighbourhood health delivery model, and drug and alcohol service oversight. It is expected that the post holder would work flexibly in line with the generalist specialist role of CPH, and the portfolio will be kept under review

 

Strategic Duties and Responsibilities

Support the Director of Public Health (DPH) in their role reporting to and supporting the work of relevant Council committees and governance bodies.

Provide strategic public health leadership with the wider council, NHS and voluntary sector partners to effectively support the delivery of services and population level interventions that improve physical health and wellbeing. 

On behalf of the authority to take responsibility for ensuring delivery of key public health services such that the full range of benefits are delivered to residents of the local authority.  This will include taking responsibility for the relevant outcome indicators within the Public Health, NHS and Social Care outcome frameworks and working across organisational boundaries. 

To provide public health leadership and perspective in the Council’s duties.

Conduct needs assessments, action planning, commissioning and evaluation to tackle relevant public health issues.

Lead work across all Council priorities as well as influencing partnership boards (dealing with health determinants) to maximise health improvement opportunities and the reduction of inequalities in health outcomes amongst residents. This will include using the Public Health Outcome Frameworks and exploring other relevant routinely collected data systems to identify suitable indicators.
