About the Role
The Liverpool City Region Combined Authority is entering an exciting period of growth and transformation. Through devolution, we are taking on new powers, responsibilities and opportunities to improve outcomes for our communities, businesses and residents.
As our remit continues to expand, so too does the scale and complexity of the projects required to support delivery of our strategic ambitions. We are therefore looking for talented Project Managers to join our Delivery Services team and help deliver some of the most significant projects and transformation initiatives across the Liverpool City Region.
Our team sits at the heart of organisational change, working alongside senior leaders, service areas, local authority partners and stakeholders to design, develop and deliver projects that modernise services, improve organisational effectiveness and support delivery of the Combined Authority's priorities.
As a Project Manager, you will:
- •Lead projects through all phases of the project lifecycle, from initiation through to delivery and closure.
- •Work with stakeholders to define objectives, scope, outcomes and delivery plans.
- •Manage project governance, risks, issues, dependencies, budgets and benefits.
- •Build productive relationships with sponsors, subject matter experts and delivery teams.
- •Support organisational transformation, service improvement and continuous improvement initiatives.
- •Contribute to the ongoing development of project delivery capability across the organisation.
No two projects are the same. You may find yourself supporting devolution initiatives, digital transformation, service modernisation, transport programmes, corporate change activity or strategic delivery projects that improve outcomes for residents across the Liverpool City Region.
About the person
We're looking for someone who:
- •Has experience of successfully delivering projects within a structured project, programme or transformation environment.
- •Can bring structure, organisation and momentum to complex work.
- •Is comfortable working with a broad range of stakeholders and building collaborative relationships.
- •Can manage competing priorities whilst maintaining strong governance and control.
- •Is passionate about delivering projects that make a real difference to the Liverpool City Region and its communities.

1) Project Delivery and Benefits Realisation: Evidence of successfully leading projects through the full lifecycle and delivering measurable outcomes, benefits or service improvements.
2) Experience Working Within a Structured Project, Programme, PMO or Transformation Environment: Evidence of working within formal governance arrangements, including planning, reporting, risk management, assurance and stakeholder oversight.
3) Stakeholder Collaboration and Influencing: Evidence of building productive relationships and working collaboratively across teams, disciplines and organisational boundaries to achieve project objectives.
